The most recent average surcharge value of 6.57 cents/kWh is the lowest since February 2023. Previously, the values were mostly slightly lower. At the same time, however, supply and demand were also much lower. In addition, the comparatively small tender volume has almost always remained undersubscribed since May 2018 (see also 250709).

Continued strong demand and falling surcharge values for wind power

Under the headline “Surcharge values falling for four bidding rounds,” the Federal Network Agency published the results of the 38th tender for onshore wind turbines, which took place on August 1, on September 24. “The bidding deadline was once again heavily oversubscribed,” BNA President Klaus Müller noted with satisfaction. “The submitted bid volume of more than 5.7 GW is the second-highest value in a tender to date. However, the award values fell again compared to the previous round.”

With a tendered volume of 3,443 megawatts (MW), 604 bids with a bid volume of 5,739 MW were submitted. As a result, 376 bids with an award volume of 3,448 MW were successful. Twenty-five bids had to be excluded from the process.

The award values determined in the bidding process range between 6.39 cents/kWh and 6.64 cents/kWh. The average volume-weighted award value fell further compared to the previous round (6.83 cents/kWh) and, at 6.57 cents/kWh, was well below the maximum value of 7.35 cents/kWh.

The largest quantities awarded were for bids for sites in North Rhine-Westphalia (817 MW, 105 awards) and Lower Saxony (800 MW, 73 awards). Projects in Brandenburg (609 MW, 89 awards) followed in third place. This is the largest amount of contracts awarded to date in tenders for wind turbines in Brandenburg.

The next round of tenders for onshore wind turbines will take place on November 1, 2025.
